Background: The Maine Land Use Regulation Commission (LURC), founded in 1975, is the state agency that serves as a planning board for roughly 450 unincorporated townships in Maine. The Commission's main task is to issue permits and monitor compliance for land use and development activities on over 40,000 privately owned parcels. A permit application submitted for approval to LURC must be checked against many sources to determine the parcel size, ownership history and proximity to environmentally sensitive areas, water bodies and roads. Prior to lot development, the names and addresses of all abutting owners must be compiled for mail notifications. Though LURC has been automating its data for the last ten years much is still stored in multiple databases or GIS files that can be difficult to access. How could they get all this information in one place and reduce their research time?

Solution: Northern Geomantics, Inc developed the Parcel Viewer, a simple mapping application designed to help LURC's non-GIS staff get quick and easy access to all LURC spatial data. With the Parcel Viewer, a permit analyst can quickly locate a specific land parcel on a map, find abutters, list management zones or sensitive habitats that may be affected by the project, and identify specific information about past permit or enforcement activities of the owner. LURC staff can navigate to and view permits in adjacent parcels, turn map layers on and off, and save maps for inclusion in permit applications.

The Parcel Viewer enhances the functionality and links seamlessly into the agency's Action Tracker application, a data entry and query tool used to create and track permit applications and actions.
