BACKGROUND: The Land Use Regulation Commission (LURC) manages approximately 44,000 parcels covering roughly 470 unorganized Maine towns and plantations. Updating this parcel data was a time-consuming task for LURC and the Property Tax Division of the Maine Revenue Service (MRS). After receiving notice of a parcel split or subdivision, MRS staff would use deed descriptions to manually update the parcel boundaries on hardcopy maps. Copies of these redlined parcel maps were then sent to LURC, where the changes were updated again and incorporated into LURC's GIS parcel layer. Parcel attribute information was entered twice, as well; once at MRS, and once at LURC.

| SOLUTION: The Parcel Editing Tool’s design eliminates the duplication of effort and increases the efficiency of both MRS and LURC staff during parcel update tasks. PET streamlines the process of updating parcel boundaries in LURC jurisdiction by eliminating the need for hardcopies and allowing direct editing of parcels in LURC's GIS Oracle database. In addition, parcel attributes are entered only once, during the parcel editing operation, reducing the workload and the opportunities for introducing errors into the data. Features include: automatic parcel history tracking, intelligent attribute editing tool, easy data entry for metes and bounds descriptions, and a variety of COGO functions.
