BACKGROUND: Central Maine Power Company manages circuits consisting of over 600,000 structures, lines, transformers and other devices, and needed to build a comprehensive asset management system (AMS) to catalog inventories, help with equipment purchasing, etc. This system needed a spatial GIS component to maintain locational information on all CMP circuit-related assets. Unfortunately, CMP's spatial data was stored in a CAD system, which was impossible to link to the AMS. The CAD system was also difficult to maintain and did not allow users to share spatial data across the enterprise. Requirements for a GIS component were that it permit simultaneous access by multiple users, be easy to use, and integrate fully with the AMS that was under development.

SOLUTION: Northern Geomantics, Inc. was contracted by Central Maine Power Company to assist in developing and implementing a GIS front end for its asset management system. The resulting Electric Utility Circuit Editor is a rule-based, multi-user data management and map atlas production system, and is an integral part of the AMS. Users can check out multiple circuits and perform complex editing tasks such as adding, deleting and moving structures, circuit segments or devices and editing feature attributes. All spatial transactions work with the asset management system in real time. Other Circuit Editor functionality includes map white space management, symbol rotation, and custom labeling. The Atlas Plotting Tool creates circuit atlases based on town, county, service area or individual page, which are bound and distributed company-wide for field use. This suite of multi-user, rule-based applications, integrated with the asset management system, provides CMP with a comprehensive and cost-effective means to manage its circuit network database.
